In the matter it was claimed that wrongful information was provided regarding imported goods to the Finnish Customs. The Finnish Customs reviewed the submitted declaration and considered that an offence connected to import and export occurred and inquired further information from the parties. Furthermore, the Finnish Customs initiated pretrial proceedings regarding the parties involved.
The Finnish Customs scrutinised the role of the owner of the goods (holder of the goods) at that time. The Finnish Customs doubted whether the owner of the goods (holder of the goods) conducted an offence against public finance. Therefore, pretrial investigations were launched against the owner of the goods.
